Redruth Strategic Employment Growth Package

The Redruth Strategic Employment Growth Package (RSEGP) was successfully awarded funding as part of the second round of Growth Deal funding, announced in January 2015.

The package is made up of three elements;

Delivered as a package the schemes will realise maximum benefits for the wider Camborne, Pool, Redruth area supporting regeneration and linking into the new East-West link road.

Redruth Gateway (Tolgus)

The main aim of the Redruth Gateway scheme is to facilitate mixed-use development of the Tolgus Fields site. The Redruth Gateway scheme will enable 32.07 hectares of the Tolgus urban extension site to come forward. Outline planning consent has already been granted (A12/09707) for 370 houses, 2,000sqm B1 (b) and B1 (a) office space and green infrastructure, 400sqm community facilities and 2.9 hectares of open space and green infrastructure. The full master plan allows for a total of approximately 650 houses and 384 jobs. Completion of the Redruth Gateway scheme is a planning condition and must be completed prior to occupation of any part of the development, demonstrating that the development is wholly dependent on the scheme being delivered.

The scheme reduces the severance caused by the dual carriageway section of the A3047 that separates the development site from the town.

The existing dual carriageway to be downgraded to a single carriageway, with a range of streetscape improvements designed to reduce speeds and facilitate pedestrian and cycle movements. The works will be part funded by a £1.6m developer contribution secured under a Section 106 agreement associated with application reference PA12/09717 for the land adjacent to Tolgus Fields.

The Redruth Gateway scheme will include an all movements signalised junction that integrates safe, controlled pedestrian and cycle movement across the A3047. The whole scheme will mean that the Tolgus development integrates into Redruth town and connects to the wider communities through the delivery of high quality sustainable transport links.

The Tolgus urban extension, together with the wider masterplan area, is therefore essential to delivering the vision and objectives of the emerging Local Plan. A new junction, “Redruth Gateway?, is of particular value to the whole development scheme, alongside the reduction in width of the A3047 to a single carriageway.

Walking and Cycling Network

The walking and cycling network will deliver a coherent, direct, accessible and safe cycling and walking network linking employment centres, transport hubs and residential areas within and around the Camborne, Pool and Redruth area with the primary focus on delivering enhanced commuter routes. The main objective of delivering this network is to increase the modal share in walking and cycling across the communities.

Following the completion of the Camborne-Pool-Redruth-East-West link road later this year, which will become the new A3047, the existing A road will be downgraded and traffic volumes carried on this road should decrease. In order to manage the growth in traffic anticipated both consented and future through development of the area then a greater proportion of sustainable transport trips is needed. By reducing the number of local car journeys, direct benefits will be delivered to local air quality conditions (CPR has Air Quality Management Area designation). Health benefits will be delivered through the promotion of active travel for work and leisure trips.

The network will link with existing on and off road cycle networks in the area, including the Mineral Tramways, linking in with the Cornish Mining World Heritage site, and National Cycle Network route 3 (The Cornish Way).

As part of this package there are a number of localised walking and cycling schemes that have been identified for delivery.

A3047 Barncoose Junction Improvements

The scheme will promote the recently completed £27m East – West Link Road which provided a new link between Wilson Way and Dolcoath. It is proposed to replace the existing traffic signal junction with a priority junction with the Wilson Way route being the through route.

Under the proposals through traffic would be directed along Wilson Way which should lead to a reduction in traffic along Barncoose Terrace in the longer term when vehicle behaviours adapt to the new layout.

The existing shared footway/cycleways on the stretch from the existing signals to the hospital roundabout will be extended as part of the scheme as well as a cycle only exit provided from Barncoose Terrace to bypass the priority junction

Delivery Plan

Design is nearing completion with construction due to start in Autumn 2016.
