There are also plans for an outdoor classroom and a house in multiple occupation

Every week dozens of planning applications are submitted to Cornwall Council, from conversions and demolitions to new businesses and housing.

Most of them are small and about things like new dormer windows or trees that need felling.

But large-scale housing schemes and infrastructure projects also follow the same route.

Below are four planning applications submitted to the local authority in the past week which you know you might need to know about.

All of these applications are awaiting decisions.

 

Visitor facilities, car park and café improvements

This is for Godrevy Car Park, Godrevy Towans, Gwithian.

It is a request for environmental impact assessment (EIA) scoping opinion.

The project includes the diversion of existing access road and relocation of existing headland car park to Godrevy Farm together with exploring the potential for visitor facilities at the Godrevy Farmstead through the reuse of existing buildings or possible provision of new buildings. There would also be car park and cafe improvements at the Godrevy Car Park Cafe site, and the provision of new accessible toilets and changing place facility.

This application is in relation to PA19/03365/PREAPP.

Cornwall Council is due to consider application PA20/02534 by Monday, April 20.

 

Coastal defences

This is a pre-application for the construction works to install a 90-metre section of coastal defences along an undefended section of Coverack beach.

It was submitted by AECOM Ltd on behalf of Cormac.

It reads: “CORMAC Solutions Limited (the Applicant) wishes to discuss a development proposal comprising construction works to install a 120 metre (m) section of coastal defence (the proposed development) along an undefended coastal section at the Site, to protect against further coastal erosion and flooding.

“Works to extend the existing coastal defence structure include the excavation of the cliffs and storage of excavated material for use as backfill, as suitable, the installation of a geoliner and a rock armour and concrete wall, the installation of drainage behind the wall, and backfill of material. To facilitate this, temporary works in the form of an access ramp from the road to the foreshore will allow workers and machinery to access the Site. Rock may be procured from Dean Quarry and delivered by barge onto the foreshore.”

Cornwall Council is due to consider pre-application PA19/02442/PREAPP by Thursday, April 30.

 

Replacement of existing public house and accommodation with new build bar/restaurant with accommodation and five retail units | St Pirans Inn, Camp Road, Holywell Bay, Newquay

The application was submitted by Studio West Architects Ltd on behalf of St Pirans Inn, who hope to create a year-round destination.

The move would create 20 jobs.

The application reads: “Of significance, approximately 50% of the existing building’s external walls are made with un-mortgageable mundic block construction. Ideas explored were the removal of the compromised fabric, demolition and re-build similar to that existing and also developed as proposed.

“The two former being realised as not being financially viable. Significant investment for little economic return.

“This proposal seeks to retain the existing uses as realised for their public benefit but to improve and expand slightly upon those to create an attractive facility suitable for the requirements and desires of 2020.


“Also, expanding on this by introducing a small number of retail units. All considered with the incentive of providing ‘destination’ public facilities, economic growth and with care in design for the proposed uses but also its physical and planning context.”

Application PA20/00731 is due to be considered by Thursday, June 18.

 


Outdoor classroom

This is a planning application for the erection of an outdoor classroom for Padstow School, Grenville Road, Padstow.

It was submitted by Copesticks on behalf of Aspire Academy Trust.

The site considered to be used is currently a grassed area to the edge of the school playground.

The application reads: “The application seeks approval for the provision of an outdoor classroom, which comprises a standalone timber structure, hexagonal in shape, with partial open sides, a pitched roof and with an access ramp.

“The proposal will enhance the facilities at the school, allowing teachers to plan and implement ‘Learning outside the Classroom’.

“Whilst this is not something Ofsted specifically assesses, its importance within the school curriculum can lead to improvements in many areas which are examined within Ofsted’s Inspection Framework. Learning Outside the Classroom is about providing children with different experiences to help them learn, it ‘has been proven to raise attainment and achievement; improve behaviour and improve the engagement of all groups of pupils’. Application PA20/02155 is due to be considered by Cornwall Council by Friday, May 15.

House in multiple occupation (HMO)

This is a planning application for the certificate of lawfulness for use as house in multiple occupation providing accommodation for staff employed by the ground floor business.

It is for a property on Market Strand in Falmouth.

The application was submitted by NHB Architectural Services Ltd on behalf of T Anik.

The building has been used as a HMO since November 2015.

Application PA20/02033 is due to be considered by Wednesday, May 13.

185 homes

There are plans to build 185 homes to extend a town in Cornwall as part of a much bigger development.

The proposals include homes, open space, parking and cycle paths on the land at Tolgus, west of Redruth. They are part of a project to build 370 homes in the area, which was given the go-ahead years ago.

Now the plans are moving one step closer. A reserved matters application - which deals with specific details - for phase 1 of the scheme has been submitted to Cornwall Council by Roach Planning and Environment Limited on behalf of Treveth Holdings LLP, a company owned by the council.

The first 185 homes will be a mix of one, two, three and four-bedroom dwellings. There will be new streets, footpaths and cycle routes.

The application says that 25% of the dwellings "will be affordable and are distributed as indicated in the diagram.

“Housing has long been an issue in Cornwall, in particular the need for affordable housing for local people living and working here. Cornwall has relatively low wage levels compared to the rest of the UK but the cost of housing (both buying and renting) in Cornwall continues to rise and there is an increasing gap between the two.

“In response, the Housing Development Programme has been set up by Cornwall Council with an aspiration to deliver 1,000 new homes in Cornwall over a period of five years, including raising the standards of privately rented homes, with a significant investment.
