Consultation Summary
Cornwall Council is proposing the following: Two new pedestrian refuges, replacement of the bus layby, a new footway, hatching between and either side of the pedestrian refuges to reduce lane widths and provide an informal right turn lane, installation of a Vehicle Activated Sign (VAS), improved entry signing, relocation of the bus stop on the western side, planting to visually narrow the road and removal of the informal parking area on the grass verge.
Background:
Following the recent tragic accident at the junction of Loggans Way and the local residents' concern over this, the proposals have been designed to improve pedestrian safety in particular, but also to address wider concerns over vehicle speeds on Loggans Road.Scheme Objectives
Although suggestions have understandably been made regarding the introduction of a formal pedestrian crossing at this location, for example a Zebra, Pelican or Puffin, there are strong safety reasons why this is not appropriate. The low number of pedestrian movements and the fact that the road is relatively easy to cross most of the time would result in a drastically underused crossing. This would lead both to driver complacency and to pedestrians crossing elsewhere. National experience shows this would result in serious risk to pedestrians. Pedestrian refuges have a much better safety record for such situations. Also, a crossing would have no effect on vehicle speeds.Audience or target group:
