A tale of two car parking strategies: spot the difference between Cornwall and Devon

While Cornwall Council plans to clobber its own local residents by privatising car park management to an aggressive enforcement company in Birmingham, a council in Devon is taking a diametrically opposite approach.

Cornwall’s strategy has already caused alarm because of the prospect that motorists will be fined £100 if they are just one minute late returning to their vehicles.

Both councils are keen to generate more income from car parking.  Both councils started their formal “public consultations” on Thursday last week.

But the two councils are asking totally different questions.

Conservative-controlled Cornwall has launched another of its online consultations giving people until 9th January to comment.

Meanwhile the Liberal Democrat-controlled South Hams district council has given people until 5th January to say if they would welcome a “residents’ discount scheme.”

Such a scheme would load more of the financial burden of car park maintenance and administration on to tourists.

For example, at the moment it costs motorists £6.50 to park for a full day at Salcombe Creek.  But with the proposed increase, it would cost visitors £10 and locals £8.

South Hams council embraced the principle of “differential car parking charges” in November and aims to implement the scheme next month.

The South Hams approach has triggered protests from the district’s tourism lobby but appears to have been welcomed by local residents.

Car parking enforcement across Devon is mostly carried out by the county council.  Many car parks in Devon are owned by local town councils.

Cornwall Cornwall says it needs to privatise enforcement because it is too difficult and expensive for County Hall to manage.

The Cornwall Council (Off Street Parking Places) Order 2025

Consultation Summary

Cornwall Council is inviting Comments on its proposed amendments- including the revocation of a number of car parks- from its Off-Street Parking Places Order, which governs the operation of its car parks.

This consultation proposes to remove a number of these car parks from the order to be leased and operated as a Car Park by a third party organisation.
